**PESHAWAR:** A reported administrative framework for Khyber Pakhtunkhwa's emergency period includes a proposed 40- to 50-member Area Development Council for 12 districts, alongside the officially announced 11-member Advisory Council working under Governor Faisal Karim Kundi.

The district-level proposal was reported by Dunya News, citing unnamed sources. Although the federal government has confirmed the emergency, governor's rule, the 11-member Advisory Council and a separate administrative secretariat for 12 districts, it had not publicly notified every detail of the larger Area Development Council at the time of publication.

That distinction is important: the emergency measures are in force, while parts of the district framework remain source-attributed proposals rather than fully published government arrangements.

Twelve districts placed under special focus

The reported Area Development Council would cover the eight former tribal districts as well as Bannu, Lakki Marwat, Tank and Dera Ismail Khan. These areas have faced persistent militant violence, displacement, damaged infrastructure and gaps in public services.

Sources said the council would include between 40 and 50 members and would be tasked with accelerating development projects in conflict-affected areas. Its work would focus on administration, infrastructure and closer monitoring of government programmes.

The federal government has separately confirmed that a new secretariat under the governor and chief secretary will manage affairs in the 12 districts and report directly to the federation. Law Minister Azam Nazeer Tarar announced that structure while explaining the emergency measures.

According to the source-based plan, an additional chief secretary and an additional inspector general of police would oversee administrative and security matters across the districts. Senior officials serving there would be accountable to the federal government.

Those appointments and the membership of the proposed Area Development Council require formal notification before their precise powers and reporting lines can be treated as final.

Advisory Council already constituted

The 11-member KP Advisory Council is a confirmed and separate body. It includes 10 technocratic members and one active political representative, Samar Haroon Bilour, who has been assigned the information portfolio.

Other members have been given responsibility for home affairs, finance, law, education, health, mines and minerals, industry and commerce, communication and works, religious affairs and energy.

Governor Kundi chaired the council's first meeting on Sunday and identified security, counterterrorism, public services, investment, tourism and anti-corruption enforcement as its priorities. He said members would receive departmental briefings and must work within clear timelines.

The council is intended to assist the governor after executive authority previously exercised by the chief minister, cabinet and advisers was transferred under governor's rule.

Assembly and constitutional questions

Dunya News reported that the provincial assembly would be suspended under the wider emergency arrangement and that the powers of assembly staff would also be suspended. The exact effect of the proclamations must be read against their formal text and the Constitution.

The federal government says President Asif Ali Zardari approved emergency and governor's rule under Articles 232 and 234. Officials said the decision followed a federal cabinet recommendation based on deteriorating security and an alleged lack of cooperation from the previous provincial government.

Article 232 concerns a proclamation of emergency where the security of Pakistan or part of it is threatened. Article 234 concerns failure of constitutional machinery in a province and allows the president to assume or direct the governor to assume certain provincial functions.

The proclamations must be placed before Parliament within the applicable constitutional timetable. Governor's rule under Article 234 expires after two months unless approved by a joint sitting and can only be extended within prescribed limits.

PTI rejects the emergency

The PTI has rejected the emergency and governor's rule, calling them unconstitutional and undemocratic. It says the measures disregard the electorate's mandate, weaken provincial autonomy and risk increasing political instability.

The party has announced plans to challenge the decision through courts, legislatures and public forums. It argues that counterterrorism policy should be based on consultation and national consensus.

The federal government says the intervention was necessary to restore law and order and improve coordination against militant groups. It has also authorised army deployment in aid of civil power under Article 245.

Development plan faces implementation test

The proposed district council reflects an attempt to link security policy with development in areas most affected by conflict. Roads, schools, hospitals, water, electricity and employment are among the needs repeatedly identified by provincial and federal officials.

Yet the framework raises practical and constitutional questions about authority, accountability and local representation. A council of up to 50 members would require clear selection criteria, defined powers, a budget and coordination rules with district administrations.

Until those elements are formally notified, the Area Development Council should be understood as a reported component of the emergency framework. The confirmed position is that an emergency and governor's rule have been imposed, an 11-member Advisory Council is operating, and a special secretariat has been announced for the 12 districts.
